Rather than utilizing established security procedures, the manager personally seized noncompliant guests and hurled them over the park's exterior structures. Management resorted to physical force against patrons throughout the shift: observing queue congestion at the diving facility, the manager shoved patron Kai off the elevated platform into the water below to accelerate visitor throughput. In the day's most severe episode, when patron Emberlynn voiced frustration over concession wait times, the manager pursued her into the pool, lifted her overhead, carried her out of the facility, and threw her onto the paved city street.

Investigators documented solid human waste deposited on the bare ground behind the facility's outhouses and, on separate occasions, floating uncontained within the primary swimming pool while patrons were actively bathing. Additional hazards included uncollected litter in the water and a discarded banana peel that caused a pedestrian slip on the surrounding sand.
